    HOV-lane access. As of early October, the DMV had issued about 27,000 carpool-access stickers to drivers of the Prius, Civic and Insight. The program will end once 75,000 permits are issued. Bay Area residents must apply for a FasTrak transponder. The state legislation requires a minimum of 45 mpg, so the Prius, Civic and older models of the Insight are eligible.
