FLINT - The cars were cool. The weather was idyllic. There was plenty of junk food. But that wasn't enough to please 7-year-old Timothy Reinhart at the Sloan Summer Fair, as he sat on a curb with a scowl on his face and a melting ice cream cone in his hand Sunday afternoon.
