ALEXANDRIA -- Former Alexandria Police Chief Tom Rowland's early departure from police work due to health problems in 1990 was his family's gain. Edgar Thomas "Tommy" Rowland, of Alexandria, died Tuesday, Feb. 13 at St. Luke Hospital East in Fort Thomas after many years spent fighting heart disease.
